...Several years ago, the matter of per diem i n connection with t r a v e l of exactly 24 hours was raised and r e f e r r e d to our General -. He i n turn conferred with an Assistant Attorney General and they ruled t h a t i f a person u t i l i z e d a portion of f i v e quarters t h a t he could be paid f o r t h e f i f t h q u a r t e r . Both of these gentlemen are now deceased...

...W i t h t h i s thought i n mind, we ref e r r e d the matter to our present General Counsel and S t a f f . They have now come up with a ruling which is to be our new method of handling these s i t u a t i o n s . It is now ruled t h a t i f a person t r a v e l s exactly 24 hours and so reports it on an expense account, they w i l l be paid f o r four even quarters r e g a r d l e s s of the t i m e they l e f t and returned...
...and returned 24 hours later a t 6:OO p.m., he would only be paid f o r four even quarters and receive only $17.00...
...and returns 24 hours l a t e r a t 5:OO p.m., he would be using a l l or portions o f five quarters and according to our rule we would accept it and pay him $21.25...
