...Families, and especially single parents, have long been all but helpless when it comes to resisting the ministrations of various agencies bent on prying, probing, and meddling into their affairs...

...But how are these admirable goals to be reached...

...In the six New England states, for example, proposed budget increases would "add a total of 221 child protective workers," the Boston Globe reported recently...

...Department of Health and Human Services urged states to adopt stricter laws and regulations governing day care...

...Mothers who are compelled by economic need, personal preference, or social pressure to enter the labor force rely increasingly on day care...

...Federal funds would be withdrawn from states that failed to adhere to the prescribed monitoring programs, and a national hotline would receive inquiries about day-care workers and reports of sexual abuse...

...But what is it we are finding...
