Entitled "Before the Crisis," it asked whether President Garcia Godoy had intended to make "more extensive and important decisions in his speech and did not meet with the obedience and support from those who had the duty to obey and support him...
...When the United States sent a massive force of Marines and paratroops into Santo Domingo last year, it took on itself the responsibility of deciding the fate of the Dominican people, or at least of establishing the conditions for deciding their fate-nothing less...

...Early that morning, former "Constitutionalist" officers and men, headed by their former commander, Colonel Francisco A.
