...Quite specifically, this means first of all a commitment to the economic and political integration of Europe's unoccupied littoral, a consistent and emphatic rejection of Soviet interference in West European affairs, a refusal of Russia's imperial expansion into Europe and wholehearted support for all that increases Europe's ability to preserve the autonomy of its democratic institutions...
