...Beikelev Calif C\rl Landauer Piofessoi of Economics Um\eistt\ of C-ihfoimu Kudos I just finished reading your Ouobei 18 issue Jt was very good It had been some time since I last read The New Leader and now I wonder why I ever stopped At any mte, you will find a check enclosed for a year's subscription Ontauo, Can Carl E Rollvson Illinois Politics Harvey D Shapiro's discussion of the contest for the Democratic gubernatorial nomination in Illinois t 4A New Challenge to the Daley Machine," NL October IS) entirely misconceives the challenge which that contest represents It is a challenge to Illinois liberals, and it is certainly not new They must continue to support Paul Simon as they have for his nearly 20 years in political life He is an outstanding politician of unusual intellect and integrity who has proven his vote-getting magnetism many times, particularly when elected the first lieutenant governor in the history of Illinois not of the same party as the governoi-elect He is now in the most viable position for higher office of any liberal in Illinois, and only the no-compromise no-win self-mdulgence of the Left can explain Dan Walker's candidacy against him Walker is featured in Shapiro's article as if he were the liberal hope in the event that the slatemakers snub Simon Should the Democratic organization s own self-indulgence lead it to do that, Paul Simon and no one else could set the regulars on their ears in a primary Indeed, it is this ability that places him prominently under their consideration The greatest threat to Simon s being nominated is a belief among the slatemakers that his liberal support is gone Fortunately Pied Piper Walker is finding Illinois no HameUn The state afl-cio, in an unprecedented early move, recently endorsed Simon, as have most liberal Democratic state legislators Simon's many friends throughout Illinois are determined that he shall not be crucified on the cross of New Politics Chicago Mark H Virshbo Bangla Desh I would like to thank B P Menon for his excellent report The Ashes of Bangla Desh' (NL September 20) As a missionary "refugee ' from Bangla Desh recently forced to leave my home of nearly 35 years, I can attest the article pictures very clearly what has happened there Decatie II...
...Dear Editor Tupamaros Frances Poland's "Uiuguay's Urban Guei-i illas ' (NL, Octobei 4), was an interesting appraisal of my country's Tupamaro ' model" Theie were, however, a couple of important mistakes First, Miss Foland writes that the Tupamaros "issued a 'Political Study' early this vear suggesting that they may deign to participate in the electoral process ' She goes on to explain the "pros" and "cons" of the Tupamaros' potential participation in the upcoming elections In reality, the only thing they have done is to wish the Broad Front well and to give it then "moral" support because as they have written it is an "antiohgarchic coalition " The two communiques explaining the Tupamaro position have been published in Mai cha (January 8) and in Gramna (September 13) I know of no other statement which so much as hints the possibility of other kinds of electoral involvement Second, Miss Foland gives the impiession that the Tupamaros have earned on an easy and constantly successful struggle agamst the government She describes for instance, the taking over of the city of Pando in October 1969 "After confiscating what might be useful to their operation the guerrillas withdrew at their leisure " The fact is that they withdrew quite speedily, nevertheless, 20 Tupamaros were captured and three were killed by the police as the guerrillas approached Montevideo Being a guerrilla these days—even if you are a Tupamaro—is no easy job Pittsburgh, Pa Arturo C Porzecanski Department of Economics Umvei&rtv of Pittsburgh Fiances Poland replies The objective of my article was to describe two significant phenomena in the evolution of guerulla warfare (1) the shift in terrain from the countiyside to the city, and (2) the effectiveness of urban guerrdlas who gam some cooperation from the middle clat,s As in all complex operations with political aims, there are grounds for different inteipietations of details Regarding the two specific matters cited by Sr Porzecanski I refer him to Veja of Brazil as translated in Adas (January 1971), Latin America (June 4, 1971) and the Neu Left Review (July-August 1970) The "Political Study' does exist and illustrates the Tupamaros' opportunism and flexibility (as well as the likelihood of a schism) Similarly, the Pando raid did take place, dramatizing their audacity and the potent challenge they present to the current Uruguayan Administration Vietnam I hold a brief for anyone who does not explain our Vietnam venture by way of American greed for power or profit, and who sees a case under some constellation of circumstances, for military resistance to Communist expansion by force But the arguments of Kenneth Katzner ("Plain Talk About Vietnam," NL, November 1) are too much for me Giving Katzner every benefit of doubt in regard to his reasons for favoi uig the nondemo-cratic Saigon government over the nondernc-cratic Hanoi government—and there are quite a few doubtful points in his reasoning—he would still have a hard time convincing most of the American people that the difference was worth more than 50,000 American dead, an indeterminate number of maimed, and an expenditure of treasure which, though it has not by itself caused our inflation or balance-ot-payments difficulties, has greatly aggravated the economic situation Assuming that a good case could be made for protecting South Vietnam it is still a challenge to logic and humanity to protect a country by destroying it Even if a majority of South Vietnamese had some preference tor Nguyen Van Thieu over the heirs of Ho Chi Muih, has this preference ever been great enough to justify the suffering our intervention has caused...
