...Dickstein does not question the veracity of the reports the group heard from those who alleged they had been the victims of Israeli torture, but he is exceedingly careful to qualify the charge, limiting the group's competence to verification of "torture of uncertain extent during the interrogation of suspected PLO terrorists in occupied territories—that is, we can't say whether it happens in Israel proper, or whether it's government policy, and we heard nothing to suggest that there is 'gratuitious' torture, torture outside the context of interrogation...
...Thus, in October of 1976, the Middle East Subcommittee of the Guild distributed a pamphlet by Jabara entitled "Israel's Violations of Human Rights in Arab Territories Occupied in June 1967...
