...It will come as no surprise that following the Yom Kippur war of 1973, the Arab states, seeking to standardize a political response to Israel while at the same time continuing to hold themselves aloof from any moral obligation to the Palestinians, recognized that the West Bank and Gaza belonged to the Palestinian people (a recognition concurred in by Jordan which had annexed the territory in 1948) and urged that the PLO be regarded as the only legitimate political representative of the Palestinians...

...There is no one with whom to negotiate, no manifest leadership, and no efficient political machinery for eliciting such leadership...
